2 U.S.C. § 1b — Countersignature of certificate of election

This is a short section that adds one requirement to the certificate described in section 1a of this title. Section 1a requires a state's governor to certify a Senator's election under the state's official seal. This section adds a further step: the secretary of state of that same state must also sign the certificate. Signing it this way is called "countersigning" — adding a second, confirming signature to a document someone else has already signed.
