2 U.S.C. § 28 — Parliamentary precedents of House of Representatives

(a) Periodic compilation; other useful materials; index digest; date of completion Starting at the beginning of the fifth fiscal year after the parliamentary precedents authorized by the Legislative Branch Appropriation Act of 1966 were finished and published — and again every fifth fiscal year after that — the House Parliamentarian must begin compiling and preparing to print the House's parliamentary precedents. This includes other useful related materials and an index digest (a summary index) of the precedents and materials. Each compilation must be finished by the end of the fiscal year right after the one in which the work started. (b) Form, number, and distribution of compilation Once compiled, the precedents, materials, and index digest are printed in whatever page size, type, and format the Parliamentarian decides. They are printed in whatever numbers, and for whatever distribution, a law enacted before printing provides. (c) Appointment and compensation of personnel; utilization of services of personnel of Federal agencies To carry out this work, the Parliamentarian may: (1) subject to the Speaker's approval, appoint clerical and other personnel as House of Representatives employees and set their pay; and (2) use the services of Library of Congress and Government Publishing Office personnel.
