2 U.S.C. § 285a — Purpose and policy

This section has two parts, though they are not labeled with letters. First, the Office's main purpose is to write and keep up to date an official, "positive" codification of the general and permanent laws of the United States. A "positive" codification means the codified version itself becomes the legally enforceable text, not just evidence of what the law says. Second, the Office must stay neutral on legislative policy. Any question about what the law's policy should be is for the House of Representatives to decide, not the Office.
