2 U.S.C. § 28d — Distribution of Precedents by Director of the Government Publishing Office for official use; particular distribution; marking and ownership of sets

(a) The Director of the Government Publishing Office must distribute sets of the Precedents as follows: (1) four sets to each standing or joint congressional committee existing on, or created after, October 18, 1976; (2) five sets to the office of the House Legislative Counsel; (3) five sets to the office of the Senate Legislative Counsel; (4) four sets to the House library; (5) two sets to the Senate library; (6) nine sets to the Supreme Court library; (7) three sets to the office of the House Official Reporter of Debates; and (8) three sets to the office of the Senate Official Reporter of Debates. (b) Every set distributed under (a) must be used only for official purposes. Each set must be legibly stamped on the front cover "Property of the United States Government." Once delivered, each set becomes, and remains, the property of the United States, and cannot be removed from the building where the designated library or office is located.
