A Member or Delegate who leaves without permission and does not return before adjournment loses an additional amount tied to return mileage.
If a Member or Delegate leaves the seat and does not return before Congress adjourns, an amount equal to the mileage that law would have allowed for returning home must be forfeited, in addition to the daily deduction. That amount must be deducted from compensation unless the Senate or House, as applicable, gave permission for the withdrawal.
When any Member or Delegate withdraws from his seat and does not return before the adjournment of Congress, he shall, in addition to the sum deducted for each day, forfeit a sum equal to the amount which would have been allowed by law for his mileage in returning home; and such sum shall be deducted from his compensation, unless the withdrawal is with the leave of the Senate or House of Representatives respectively.
