2 U.S.C. § 478 — Utilization of the Government Accountability Office

The Government Accountability Office must provide the Office of Technology Assessment with financial and administrative services, like budgeting, accounting, and personnel help. This can include anything the GAO is otherwise allowed to give Congress. Providing this help does not change the GAO's other duties to Congress. The Office may or may not reimburse the GAO, as the Board and Comptroller General agree.
(a) The Government Accountability Office must provide the Office with financial and administrative services — including budgeting, accounting, financial reporting, personnel, and procurement — and other appropriate services.
(b) This help to the Office may include, but is not limited to, all the services and assistance the Government Accountability Office is otherwise authorized to give Congress.
(c) This section does not change or reduce any other services or duties the Government Accountability Office performs for Congress, aside from what it does for the Office.
(d) The Office may pay the Government Accountability Office for this help — or not — depending on what the Board and the Comptroller General agree to.
Financial and administrative services (including those related to budgeting, accounting, financial reporting, personnel, and procurement) and such other services as may be appropriate shall be provided the Office by the Government Accountability Office.
Such services and assistance to the Office shall include, but not be limited to, all of the services and assistance which the Government Accountability Office is otherwise authorized to provide to the Congress.
Nothing in this section shall alter or modify any services or responsibilities, other than those performed for the Office, which the Government Accountability Office under law performs for or on behalf of the Congress.
Services and assistance made available to the Office by the Government Accountability Office in accordance with this section may be provided with or without reimbursement from funds of the Office, as agreed upon by the Board and the Comptroller General.
