2 U.S.C. § 637 — Legislation dealing with Congressional budget must be handled by Budget Committees

This section limits when the Senate and House may consider legislation dealing with matters under their Budget Committees’ jurisdiction. The legislation generally must have been reported by, or discharged from, the relevant committee.
(a) In the Senate. The Senate may not consider a bill, resolution, amendment, motion, or conference report dealing with a matter within the jurisdiction of the Committee on the Budget unless it is a bill or resolution reported by that committee, or a bill or resolution from which the committee has been discharged. The Senate may also consider an amendment to such a bill or resolution.
(b) In the House of Representatives. The House may not consider a bill, joint resolution, amendment to a bill or joint resolution, or conference report on a bill or joint resolution dealing with a matter within the jurisdiction of the Committee on the Budget unless the bill or joint resolution was reported by that committee, or the committee was discharged from considering it. The House may also consider an amendment to such a bill or joint resolution.
In the Senate, no bill, resolution, amendment, motion, or conference report, dealing with any matter which is within the jurisdiction of the Committee on the Budget shall be considered unless it is a bill or resolution which has been reported by the Committee on the Budget (or from the consideration of which such committee has been discharged) or unless it is an amendment to such a bill or resolution.
In the House of Representatives, no bill or joint resolution, or amendment thereto, or conference report thereon, dealing with any matter which is within the jurisdiction of the Committee on the Budget shall be considered unless it is a bill or joint resolution which has been reported by the Committee on the Budget (or from the consideration of which such committee has been discharged) or unless it is an amendment to such a bill or joint resolution.
