This part does not apply to listed matters, including constitutional rights, anti-discrimination rights, grant accounting, requested emergency relief, national security and treaties, designated emergency legislation, and Social Security old-age, survivors, and disability insurance.
This part does not apply to a provision in a bill, joint resolution, amendment, motion, or conference report before Congress that (1) enforces individuals’ constitutional rights; (2) establishes or enforces statutory rights barring discrimination based on race, color, religion, sex, national origin, age, handicap, or disability; (3) requires accounting or auditing for Federal grants, money, or property; (4) provides emergency assistance or relief requested by a State*, local, or tribal government* or official; (5) is necessary for national security or ratifying or implementing an international treaty; (6) the President designates as emergency legislation and Congress designates that way by statute; or (7) concerns the title II Social Security old-age, survivors, and disability insurance program, including the related taxes under sections 3101(a) and 3111(a) of title 26.
This part shall not apply to any provision in a bill, joint resolution, amendment, motion, or conference report before Congress that—
enforces constitutional rights of individuals;
establishes or enforces any statutory rights that prohibit discrimination on the basis of race, color, religion, sex, national origin, age, handicap, or disability;
requires compliance with accounting and auditing procedures with respect to grants or other money or property provided by the Federal Government;
provides for emergency assistance or relief at the request of any State*, local, or tribal government* or any official of a State, local, or tribal government;
is necessary for the national security or the ratification or implementation of international treaty obligations;
the President designates as emergency legislation and that the Congress so designates in statute; or
relates to the old-age, survivors, and disability insurance program under title II of the Social Security Act [42 U.S.C. 401 et seq.] (including taxes imposed by sections 3101(a) and 3111(a) of title 26 (relating to old-age, survivors, and disability insurance)).
