This section states four purposes for the subchapter. They concern measuring credit-program costs, budgeting those costs, delivering benefits appropriately, and allocating resources.
The purposes of this subchapter are to: (1) measure the costs of Federal credit programs more accurately; (2) put those costs in the budget on a basis equivalent to other Federal spending; (3) encourage benefits to be delivered in the form best suited to beneficiaries’ needs; and (4) improve resource allocation among credit programs and between credit programs and other spending programs.
The purposes of this subchapter are to—
measure more accurately the costs of Federal credit programs;
place the cost* of credit programs on a budgetary basis equivalent to other Federal spending;
encourage the delivery of benefits in the form most appropriate to the needs of beneficiaries; and
improve the allocation of resources among credit programs and between credit and other spending programs.
