State licensing agencies must share financial data with blind vendors regularly. Vendors elect a Committee of Blind Vendors every two years. That committee helps make decisions, hears grievances, and helps run training programs.

On top of the other duties this title and the Randolph-Sheppard Act (20 U.S.C. 107 and following) already require, state licensing agencies must also: (1) give every blind licensee access to all relevant financial data on the state vending program, including quarterly and yearly financial reports; (2) hold an election every two years for a Committee of Blind Vendors, which must fully represent all the blind licensees in the state program; and (3) make sure that committee's job includes: (A) working with the state agency on major decisions, policy, and program development; (B) hearing blind licensees' complaints and speaking up for them; (C) working with the state agency on a system for transferring and promoting blind licensees; (D) working with the state agency on training and retraining programs; and (E) sponsoring, with the state agency's help, meetings and instructional conferences for blind licensees.
