The Secretary may accept applications covering more than one fiscal year and require needed amendments. The Secretary should align application dates and, when practical, use common applications for groups of education programs.
(a) Applications. Despite other laws, unless another law expressly limits this section, the Secretary* may allow assistance applications under applicable programs to cover more than one fiscal year and may require amendments the Secretary considers essential. (b) Common dates. As far as practical, the Secretary must set common yearly dates for submitting and approving applications under all applicable programs. (c) Common applications. As far as practical, the Secretary must develop and require (1) one application for formula grants to local educational agencies under programs run by State agencies, usable for as many such programs as practical; (2) one application for competitive or discretionary grants to local agencies under programs run by State agencies, usable for as many such programs as practical; and (3) one application for programs directly run by the Secretary that grant money to local agencies, usable for as many such programs as practical.
Notwithstanding any other provision of law, unless expressly in limitation of the provisions of this section, the Secretary* is authorized to provide for the submission of applications for assistance effective for more than one fiscal year under any applicable program* with whatever amendments to such applications being required as the Secretary determines essential.
The Secretary shall, insofar as is practicable, establish uniform dates during the year for the submission of applications under all applicable programs and for the approval of such applications.
The Secretary shall, insofar as is practicable, develop and require the use of—
a common application for grants to local educational agencies in applicable programs administered by State educational agencies in which the funds are distributed to such local agencies pursuant to some objective formula, and such application shall be used as the single application for as many of these programs as is practicable;
a common application for grants to local educational agencies in applicable programs administered by State educational agencies in which the funds are distributed to such local agencies on a competitive or discretionary basis, and such application shall be used as the single application for as many of such programs as is practicable; and
a common application for grants to local educational agencies in applicable programs which are directly administered by the Secretary, and such application shall be used as the single application for as many of these programs as is practicable.
