The national arboretum must be run under skilled scientific leadership to support research. The Secretary of Agriculture manages it separately from the department's farming and forestry stations. Still, it should work closely with them to get the most out of its facilities and discoveries.

To encourage research and discovery, the national arboretum — set up by the Secretary of Agriculture under this chapter — must be run under skilled scientific leadership. The Secretary of Agriculture administers the arboretum separately from the Department of Agriculture's other agricultural, horticultural, and forestry stations. Even so, it should be coordinated with them, so the arboretum's facilities and discoveries get used as effectively as possible.
