20 U.S.C. § 6421 — Purpose and program authorization

(a) Purpose. This part aims to: (1) improve educational services in local, tribal, and State institutions so neglected and delinquent children and youth can meet the same challenging State academic standards expected of all children; (2) provide services that help them move successfully from institutionalization to further schooling or employment; and (3) prevent at-risk youth from dropping out and support dropouts and youth returning from correctional facilities or institutions, including continued education and family and community involvement.
(b) Program authorized. Using amounts appropriated under section 6302(d), the Secretary must give grants to State educational agencies. Those agencies use the grants to give subgrants to State and local educational agencies to establish or improve education programs for neglected, delinquent, or at-risk children and youth.
