Federal funds under this subchapter must add to, rather than replace, non-Federal funds that otherwise would support the authorized activities.
Funds made available under this subchapter must supplement non-Federal funds that otherwise would be used for activities authorized under this subchapter. They may not replace those funds.
Funds made available under this subchapter shall be used to supplement, and not supplant, non-Federal funds that would otherwise be used for activities authorized under this subchapter.
