20 U.S.C. § 71 — Designation of site

This section sets aside a specific site for the National Gallery of Art. The site is the area in the District of Columbia bounded by Seventh Street, Constitution Avenue, Fourth Street, and North Mall Drive, Northwest, and it is appropriated to the Smithsonian Institution for this purpose. The Smithsonian Institution can allow the A. W. Mellon Educational and Charitable Trust — called "the donor" — to construct a building on this site for the Smithsonian, to be named the National Gallery of Art. The Smithsonian can also remove any existing structure and reshape the landscape within that area. A separate, adjoining area — bounded by Fourth Street, Pennsylvania Avenue, Third Street, and North Mall Drive, Northwest — is reserved as the site for any future additions to the National Gallery of Art. Whatever gets built must follow plans and specifications that the Commission of Fine Arts approves.
