This part addresses rural school districts that often lack enough staff and resources to compete for Federal competitive grants or receive formula grants too small to work effectively.
The purpose of this part is to address the special needs of rural school districts that often (1) lack the personnel and resources needed to compete effectively for Federal competitive grants, and (2) receive formula-grant amounts too small to accomplish their intended purposes.
It is the purpose of this part to address the unique needs of rural school districts that frequently—
lack the personnel and resources needed to compete effectively for Federal competitive grants; and
receive formula grant allocations in amounts too small to be effective in meeting their intended purposes.
