20 U.S.C. § 75e — Powers of Board

For carrying out the Gallery's authorized functions under section 75b of this title, the Board may: (1) Purchase, accept, borrow, or otherwise acquire portraits, statues, and other items to preserve, exhibit, or study. The Board can pick items based on general historical interest, artistic merit, the historical importance of the person shown, or any mix of these factors. It may also acquire period furniture and similar items to improve how it displays its portraits and statues. (2) Preserve or restore any item it acquires under (1). (3) Display, lend, store, or otherwise hold any such item. (4) Sell, exchange, donate, return, or otherwise dispose of any such item.
