20 U.S.C. § 7932 — Technical assistance

If a state or school district asks for help, a regional lab must assist them. The lab helps them meet a specific legal requirement. This law names the regional labs set up under the Education Sciences Reform Act.
This section creates a right to ask for help. If a state or a local educational agency (a school district) requests it, a "regional educational laboratory" must provide technical assistance.
Regional educational laboratories are set up under a different law: part D of the Education Sciences Reform Act of 2002, found at 20 U.S.C. 9561 and following sections.
The help these labs give must be aimed at one specific goal: helping the state or school district meet the requirements found in section 7801(21) of this title. This section does not say what those requirements are — it only creates the right to get help meeting them, and only if the state or district asks first.
If requested by a State or local educational agency, a regional educational laboratory under part D of the Education Sciences Reform Act of 2002 (20 U.S.C. 9561 et seq.) shall provide technical assistance to such State or local educational agency in meeting the requirements of section 7801(21) of this title.
