20 U.S.C. § 80 — National Armed Forces Museum Advisory Board

(a) The Smithsonian Institution gets a National Armed Forces Museum Advisory Board (called "the Board") to advise and help the Smithsonian's Regents on showing how the U.S. Armed Forces have contributed to American society and culture. (b) The Board has 11 members: the Secretary of Defense, serving automatically because of that job; the Secretary of the Smithsonian Institution, also serving automatically; and 9 members the President appoints, of whom 3 must come from people the Secretary of Defense recommends to represent the Armed Forces, and 2 must come from people the Smithsonian's Regents recommend. At least 2 of the President's appointees must be civilians, not from the military. (c) The President's appointees serve six-year terms, except someone appointed to fill an unfinished term serves only the rest of that term. For the very first group of appointed members, the President decided which three would serve two years, which three would serve four years, and which three would serve the full six years. (d) Five members are enough to hold a meeting and conduct business (a quorum), and an empty seat doesn't stop the Board from functioning. (e) Members are not paid for serving, but they are reimbursed for travel, food, lodging, and other necessary costs of doing Board business. (f) Every two years the Board picks its own officers from among its members, and the Board can write whatever bylaws, rules, and regulations it decides it needs to do its work.
