20 U.S.C. § 80f — Woodrow Wilson International Center for Scholars; Board of Trustees of the Center

(a) Establishment. This section creates, within the Smithsonian Institution, the Woodrow Wilson International Center for Scholars (the "Center") and its Board of Trustees (the "Board"). The Board's job is to maintain and administer the Center and its site, and to carry out the other duties this subchapter gives it. (b) Board makeup. The Board has 17 members: (1) the Secretary of State; (2) the Secretary of Health and Human Services; (3) the Secretary of Education; (4) the Chairman of the National Endowment for the Humanities; (5) the Secretary of the Smithsonian Institution; (6) the Librarian of Congress; (7) the Archivist of the United States; (8) one member the President appoints from time to time from within the federal government; and (9) nine members the President appoints from private life. (c) Alternates. Each Board member listed in (b)(1) through (8) may designate another official to serve on the Board in their place. (d) Terms of office. Each privately-appointed trustee serves a six-year term starting when their predecessor's term expires, except: (1) a trustee appointed to fill a vacancy that opened before the end of a term serves only the rest of that term; and (2) the terms of the first trustees began October 24, 1968, and were set at the time of appointment — two trustees' terms ending after two years, three after four years, and three after six years. A privately-chosen trustee cannot serve more than two terms in a row, though a trustee whose term has expired may keep serving until a successor is qualified. (e) Chairman and Vice Chairman. The President designates a Chairman and a Vice Chairman from among the Board members chosen from private life.
