This law creates the Hubert H. Humphrey Fellowship at the Center. Each year, the Board picks one distinguished scholar or leader to serve for up to a year. The law also sets up a trust fund to pay the Fellow and support the fellowship's work.

(a) Establishment: The law creates a Hubert H. Humphrey Fellowship in Social and Political Thought at the Center. (b) Selection, term, pay: Each year, the Board picks one outstanding scholar, statesman, or cultural figure from the U.S. or abroad. This person serves at the Center for up to a year as the "Humphrey Fellow." The Board sets the Fellow's pay, but it cannot be more than the yearly income earned by the trust fund created in subsection (d). (c) Duties: The Humphrey Fellow must give a Hubert H. Humphrey Memorial Lecture and do other work that fits the fellowship. The Board must publish and share these lectures. (d) Trust fund: (1) The law creates the Hubert H. Humphrey Fellowship Trust Fund in the U.S. Treasury. The Secretary of the Treasury deposits money Congress appropriates and any contributions people give. (2) The Secretary of the Treasury must invest the fund's money in government debt securities with maturities that fit the fund's needs, earning market interest rates. That interest becomes part of the fund. (3) Even though section 80g(a)(2) normally sends gifts to the Center generally, any gift, bequest, or property given for the Humphrey Fellowship specifically goes into this trust fund instead. (e) Payments to the Board: The Secretary of the Treasury pays the Board money from the fund's interest earnings. The Board decides how much it needs for the Fellowship's purposes. (f) Appropriations: Congress authorized $1,000,000 for the fund for the fiscal year that began October 1, 1978.
