20 U.S.C. § 9577 — Vacancies

A Board member filling an early vacancy serves only the rest of the predecessor's term. Other Institute vacancies are filled using the original appointment method, except for section 9578 employees.
A person appointed to fill a Board* vacancy that occurs before the predecessor's term ends may serve only the remainder of that term. A vacancy in an Institute* office, board, committee, or center must be filled in the same way as the original appointment. This does not apply to employees appointed under section 9578.
Any member appointed to fill a vacancy on the Board* occurring before the expiration of the term for which the member’s predecessor was appointed shall be appointed only for the remainder of that term. A vacancy in an office, board, committee, or center of the Institute* shall be filled in the manner in which the original appointment was made. This section does not apply to employees appointed under section 9578 of this title.
