This section defines “Director” and “State” for this subchapter. “Director” means the Director of the Institute of Education Sciences, and “State” includes the 50 States, the District of Columbia, and Puerto Rico.
In this subchapter:
(1) The term “Director” means the Director of the Institute of Education Sciences.
