The Secretary of Agriculture inspects incoming vessels and aircraft for pests and diseases. The Secretary can agree with vessel or aircraft owners to add extra inspection services. Owners must pay the Secretary's set cost for that extra service.

This section has no lettered subsections; it sets one rule. The Secretary of Agriculture, in carrying out regulations that prohibit or restrict the entry of materials that may carry pests or diseases, may enter into agreements with operators or owners of vessels or aircraft. These agreements add inspection services at U.S. entry points, on top of the regular or on-call inspection services already available for those vessels or aircraft. Any such agreement must require the operator or owner to pay an amount the Secretary determines is necessary to cover the cost of providing the additional service.

Any such agreement shall provide for the payment by the operator or owner of an amount determined by the Secretary to be necessary to defray the costs of providing additional service pursuant to such agreement.
