This section directs the Secretary of Health and Human Services, in consultation with the EPA Administrator, to plan research on improved and rapid methods for detecting pesticide residues. It also requires a review and a report to specified congressional committees within 240 days after August 23, 1988.

The Secretary of Health and Human Services, consulting with the Administrator of the Environmental Protection Agency, must do the following: (1) develop a detailed long-range research plan and timetable for developing and validating (A) new and improved methods that can detect multiple pesticide residues in food at one time, and (B) rapid pesticide-analysis methods; and (2) review whether the Secretary’s use of rapid methods would make monitoring and enforcement under the Federal Food, Drug, and Cosmetic Act more cost-effective, including by increasing the number of pesticide residues detectable and the number of residue tests that can be performed cost-effectively.

No later than 240 days after August 23, 1988, the Secretary must report to the Senate and House committees on Agriculture, Nutrition, and Forestry and on Labor and Human Resources: the plan under paragraph (1), the resources needed for that research, recommendations for carrying it out, and the result of the review under paragraph (2).
