Since May 16, 1927, nobody may import milk or cream into the United States without a valid permit. The permit must come from the Secretary of Health and Human Services.
Starting on May 16, 1927, it is illegal to import milk or cream into the United States* unless the person* shipping or transporting it holds a valid permit issued by the Secretary of Health and Human Services.
On and after May 16, 1927, the importation into the United States* of milk and cream is prohibited unless the person* by whom such milk or cream is shipped or transported into the United States holds a valid permit from the Secretary of Health and Human Services.
