This law lets the Secretary work with outside groups on drug standards. Since 1943, the Secretary may join with associations and scientific societies to revise the U.S. Pharmacopoeia. The Secretary may also work with them to develop testing methods the FDA needs.
This section is about drug* standards under the Federal Food*, Drug, and Cosmetic* Act. It gives the Secretary* — the official in charge of carrying out that Act — permission to cooperate with outside associations and scientific societies. This authority has existed since July 12, 1943.
The cooperation covers two things. First, the Secretary can work with these groups on revising the United States Pharmacopoeia, the official reference book that sets standards for drugs sold in the United States. Second, the Secretary can work with them to develop methods of analysis and mechanical and physical tests — the testing procedures the Food and Drug Administration needs to check whether drugs and other products meet legal standards.
This section does not create new drug* standards itself. It authorizes the Secretary to partner with outside scientific groups to help build and update the standards and tests the FDA relies on.
The Secretary*, in carrying into effect the provisions of the Federal Food*, Drug*, and Cosmetic* Act [21 U.S.C. 301 et seq.], is authorized on and after July 12, 1943, to cooperate with associations and scientific societies in the revision of the United States Pharmacopoeia and in the development of methods of analysis and mechanical and physical tests necessary to carry out the work of the Food and Drug Administration.
