This law sets where the Foundation should be based. It must be located within 20 miles of the District of Columbia. This rule applies only if it is practical to do so.
This section sets a location requirement for the Reagan-Udall Foundation described elsewhere in this part.
If it is practicable — meaning reasonably possible — the Foundation must be located not more than 20 miles from the District of Columbia. The section does not say what happens if being that close is not practicable; it only says the 20-mile rule applies when it is.
The Foundation shall, if practicable, be located not more than 20 miles from the District of Columbia.
