Congress's policy is to inspect poultry and regulate how it is processed and sold, so adulterated or mislabeled poultry doesn't move across state or national lines. When poultry is condemned for disease, Congress wants the reason backed by real science and applied the same way everywhere.
It is Congress's declared policy to provide for inspecting poultry* and poultry products, and to otherwise regulate how they are processed* and distributed, in order to stop adulterated or misbranded poultry products from moving or being sold across state* or national lines, or from burdening that commerce*.
Congress also intends that whenever poultry or poultry products are condemned because of disease, the reason for condemning them must be backed up by scientific fact, information, or standards — and that this kind of condemnation under this chapter must be carried out using uniform inspection standards, applied the same way everywhere.
It is hereby declared to be the policy of the Congress to provide for the inspection of poultry* and poultry products and otherwise regulate the processing and distribution of such articles as hereinafter prescribed to prevent the movement or sale in interstate or foreign commerce* of, or the burdening of such commerce by, poultry products which are adulterated or misbranded. It is the intent of Congress that when poultry and poultry products are condemned because of disease, the reason for condemnation in such instances shall be supported by scientific fact, information, or criteria, and such condemnation under this chapter shall be achieved through uniform inspection standards and uniform applications thereof.
