The Commission's Chairman receives all Commission functions, powers, and duties that do not directly concern deciding claims. This includes authority to issue rules and regulations.
ll Commission functions, powers, and duties not directly related to adjudicating claims are vested in the Chairman*, including the functions in section 3 of Reorganization Plan Numbered 1 of 1954 and authority to issue rules and regulations.
