Subsections (a) through (c) are repealed. When the President determines that preventing improper currency transactions requires it, the President may regulate how certain United States personnel and contractors receive and use pay in local currency.
(a) to (c) Repealed. These subsections were repealed by the cited 1961 law. (d) If the President determines that preventing improper currency transactions in a country requires action, the President may direct the chief of the United States diplomatic mission there to issue rules for armed-forces members, United States Government officers and employees, and United States Government contractors and their employees. The rules govern how much of their pay and allowances received and used in that country must be paid in local currency. Despite any other law, United States Government agencies are authorized and directed to follow those rules.

Whenever the President determines that the prevention of improper currency transactions in a given country requires it, he may direct the chief of the United States diplomatic mission there to issue regulations applicable to members of the Armed Forces and officers and employees of the United States Government, and to contractors with the United States Government and their employees, governing the extent to which their pay and allowances received and to be used in that country shall be paid in local currency. Notwithstanding any other law, United States Government agencies are authorized and directed to comply with such regulations.
