22 U.S.C. § 2151r — Sahel development program; planning

(a) Congressional support Congress reaffirms its support for the United States Government’s effort to consult and plan with the countries concerned, other nations that are providing assistance, the United Nations, and other concerned international and regional organizations. The goal is to develop and support a comprehensive, long-term African Sahel development program. This section does not define “African Sahel.” (b) Presidential authorization The President may develop a comprehensive, long-term development program for the Sahel and other drought-stricken nations in Africa. This section does not define “Sahel” or “drought-stricken nations.” (c) Presidential guidelines While developing this long-term program, the President must— (1) consider coordination with other countries and organizations in planning and carrying out the program; (2) seek more participation and support from African countries and organizations in deciding development priorities; and (3) start the planning immediately.
