AID may grant nongovernmental organizations money to buy discounted commercial foreign-government debt for cancellation in a debt-for-nature exchange. Interest from the exchange may be retained for approved purposes.

(a) The AID Administrator may give grants, on necessary terms and conditions, to nongovernmental organizations to buy on the open market discounted commercial debt of an eligible-country foreign government. The debt must be canceled or redeemed under an agreement with that government as part of a debt-for-nature exchange. (b) Despite other law, a grantee or subgrantee may keep interest earned on resulting exchange proceeds without depositing it in the Treasury or obtaining another congressional appropriation, while awaiting disbursement for approved program purposes. Those purposes may include an endowment whose income is used for them.
