(a) There are authorized to be appropriated to the President to carry out this part $72, 000, 000 for fiscal year 2001, $73, 000, 000 for fiscal year 2002, and $64, 200, 000 for fiscal year 2003. (b) Amounts appropriated under this section are authorized to remain available until expended.
