22 U.S.C. § 2385a — Unified personnel system

(a) Establishment by regulations By May 1, 1979, the President must submit to Congress and publish in the Federal Register regulations establishing a unified personnel system for all employees of the agency primarily responsible for administering part I of the Foreign Assistance Act of 1961 [22 U.S.C. 2151 et seq.]. While preparing the regulations, the President must keep the appropriate congressional committees fully and currently informed about the unified personnel system to be established. The President must also consult those committees regularly about that system.

(b) Effective date of regulations The regulations submitted to Congress under subsection (a)—
(1) may not take effect until the 90-day period beginning on the date of submission has ended, so that the appropriate congressional committees have an opportunity to review them; and
(2) may not then take effect if, during that 90-day period, either House of Congress adopts a resolution stating in substance that it disapproves of the personnel system that the regulations propose to establish.

(c) Force and effect of regulations Regulations that take effect under this section have the force and effect of law. They apply to the personnel of the agency primarily responsible for administering part I of the Foreign Assistance Act of 1961 [22 U.S.C. 2151 et seq.], despite any inconsistent provision of law, unless that provision specifically states that it supersedes regulations issued under this section.
