Treasury must push development banks to account for greenhouse-gas emissions when evaluating projects. Banks must expand energy efficiency, renewable energy, and low-carbon development support. Treasury must report to Congress yearly on this progress.

(a) Use of greenhouse gas accounting The Secretary of the Treasury must try to ensure that multilateral development banks (as defined in section 262r(c)(4) of this title) adopt and use greenhouse-gas accounting when weighing the costs and benefits of individual projects seeking bank funding — except projects with minimal greenhouse-gas emissions. (b) Expansion of climate change mitigation activities The Secretary of the Treasury must work to ensure the multilateral development banks (as so defined) expand their climate-change-mitigation work by: (1) Significantly expanding support for energy efficiency and renewable energy investments, including zero-carbon technologies. (2) Reviewing all proposed infrastructure investments to make sure every chance to add energy-efficiency measures has been considered. (3) Increasing dialogue with developing-country governments about the analysis and policies needed for low-carbon economic development, and the reforms needed to encourage private-sector investment in energy efficiency and renewable energy, including zero-carbon technologies. (4) Building low-carbon economic-development goals into the banks' country strategies. (c) Report to Congress No later than one year after June 24, 2009, and every year after, the Secretary of the Treasury must report on the status of efforts to carry out this section to the Senate Committees on Foreign Relations and Appropriations, and the House Committees on Financial Services and Appropriations.
