22 U.S.C. § 262p–2 — Instructions to United States Executive Directors for extension of credit

(a) International Bank for Reconstruction and Development; International Development Association The Treasury Secretary must instruct the U.S. representative at the World Bank and the International Development Association to start discussions with other bank directors and propose that: (1) the Bank or Association take steps to increase poor people's access to formal credit in borrowing countries; and (2) the Bank or Association require, as a condition of aid, that borrowing countries identify and remove unreasonable legal and regulatory barriers to (A) starting or running organizations that extend credit, and (B) giving credit to microenterprises for small-scale economic activity. (b) African Development Bank and Asian Development Bank The Treasury Secretary must instruct the U.S. representatives at these two banks to start discussions with other directors and propose that each bank: (1) study the Inter-American Development Bank's Program for the Financing of Small Projects and how that bank linked the program to its main operations; and (2) look for ways to set up similar microenterprise credit programs at their own banks. (c) Annual reports to Congress Each year, the National Advisory Council on International Monetary and Financial Policies must describe, in its report to Congress, the status of microenterprise credit efforts at the institutions named in subsection (a) or (b).
