22 U.S.C. § 262p–4a — Loan programs to reduce economic dependence on illicit narcotics

(a) Findings Congress finds that: (1) the illicit narcotics problem in the U.S. directly threatens every citizen's well-being; (2) every effective way to cut foreign drug production and importation into the U.S. must be pursued; (3) multilateral development banks can play a key role in controlling narcotics production; (4) producer-country eradication programs won't work unless they offer an economic alternative to growing drugs; (5) efforts to fight the narcotics problem through production control will fail unless more is done to cut demand and use; and (6) the right role for these banks in the "War Against Drugs" is coordinating and financing alternative economic opportunities in countries where drugs are produced or trafficked. (b) Loan programs The Treasury Secretary must instruct the U.S. representative at the World Bank and the Inter-American Development Bank to start discussions with other bank directors and to push for and support creating specific country lending programs and policies at these banks. These can include crop substitution, building roads that help expand markets for legal goods, other infrastructure projects that create jobs, agricultural extension help, and region-specific development plans. The goal is reducing or ending the economic dependence of drug-producing or trafficking regions on that production and trafficking. (c) Coordination among assistance programs The Treasury Secretary should also instruct these same U.S. representatives to encourage the banks to coordinate with other multilateral and bilateral assistance programs that share the same goal of reducing regions' economic dependence on illicit narcotics production and trafficking.
