This section sets rules about contracts in foreign countries. The Secretary of State is authorized to enter into contracts in foreign countries involving expenditures from funds appropriated or otherwise made available to the Department of State, without regard to the provisions of section 6306 of title 41: However nothing in this section must be construed to waive the provisions of section 431 of title 18.
