22 U.S.C. § 272a — Authorization of appropriations

Congress can appropriate money each year to the Department of State for two purposes. (a) The first is paying the United States' share of the Organization's expenses, as apportioned by the International Labour Conference under article 13(2)(c) and 13(3) of the Organization's constitution. This share cannot exceed 25 percent of the Organization's total expenses. (b) The second is paying additional costs of U.S. participation in the Organization's activities, including: (1) salaries for the U.S. representative or representatives, alternates, and appropriate staff — whether working in the District of Columbia or elsewhere — without following the usual civil-service hiring laws or certain personnel-classification rules; services authorized under section 3109 of title 5; housing allowances (including heat, fuel, and light) and cost-of-living allowances for staff temporarily stationed abroad, under rules the Secretary of State prescribes; and printing and binding costs, without following certain usual government printing rules; and (2) any other expenses the Secretary of State decides are necessary for U.S. participation. The protections and rules in section 287r of this title, which normally apply to expenses under a different subchapter (subchapter XVII), also apply to expenses paid under this paragraph (b)(2).
