22 U.S.C. § 2731 — Monitoring and combating anti-Semitism

(a) Office to Monitor and Combat anti-Semitism. (1) The Secretary must establish this Office within the State Department. (2)(A) Its head is the Special Envoy for Monitoring and Combating anti-Semitism. The President appoints the Special Envoy with Senate advice and consent, and the Special Envoy reports directly to the Secretary. (B) If the President finds it appropriate, the President may nominate the Special Envoy from Department officers or employees. That person may not keep the prior position or its responsibilities after nomination. (3) The Special Envoy is the primary adviser to, and coordinator across, the United States Government on monitoring and combating anti-Semitism and anti-Semitic incitement in foreign countries. (4) The Special Envoy has ambassadorial rank. (5) The Special Envoy should be a recognized leader in combating anti-Semitism. (b) Office's purpose. The Office has primary responsibility for (1) monitoring and combating anti-Semitism and anti-Semitic incitement abroad; (2) coordinating and helping prepare the portions of the reports required by sections 2151n(d)(7) and 2304(b) concerning the nature and extent of those acts for the annual Country Reports on Human Rights Practices; and (3) coordinating and helping prepare the portion of the report required by section 6412(b)(1)(A)(iv) concerning those acts for the Annual Report on International Religious Freedom. (c) Consultations. To fulfill this section, the Special Envoy must consult with domestic and international nongovernmental organizations and with multilateral organizations and institutions as the Special Envoy considers appropriate.
