The Secretary must seek more efficient public-diplomacy operations and shared resources when programs, facilities, or administrative functions overlap.
The Secretary must: (1) identify ways to make operations more efficient, including by improving coordination among the Department’s public-diplomacy bureaus and offices; and (2) maximize shared resources between and within those bureaus and offices when programs, facilities, or administrative functions are duplicative or substantially overlap.
The Secretary shall—
identify opportunities for greater efficiency of operations, including through improved coordination of efforts across public diplomacy bureaus and offices of the Department; and
maximize shared use of resources between, and within, such public diplomacy bureaus and offices in cases in which programs, facilities, or administrative functions are duplicative or substantially overlapping.
