22 U.S.C. § 274b — Cooperation of Federal and non-Federal departments, agencies, and organizations; transfers of funds

(a) Full cooperation with international biological program: Congress calls on all federal departments and agencies, and all other public and private persons and organizations, to fully support and cooperate with the international biological program and the work and goals of the United States National Committee and the Interagency Coordinating Committee. (b) Authorization for transfers of funds: To make that happen, Congress authorizes and asks every federal department and agency whose own work overlaps with or relates to the international biological program's goals to transfer money — from funds they already have for those related purposes — to the program, and to give whatever other appropriate support they can.
