22 U.S.C. § 276c–5 — Authorization for United States participation in the Coalition for Epidemic Preparedness Innovations

(a) In general: The United States is authorized to participate in the Coalition for Epidemic Preparedness Innovations ("CEPI"). (b) Investors Council and Board of Directors: (1) Initial designation: The President must designate a U.S. Agency for International Development employee to serve on CEPI's Investors Council — and, if nominated, on its Board of Directors — as the U.S. representative, starting from the designation date and running through September 30, 2022. (2) Ongoing designations: After that, the President may designate an employee from whichever federal agency has fiduciary responsibility for U.S. contributions to CEPI, to continue serving in those roles. (3) Qualifications: That employee must have demonstrated knowledge and experience in development, and — if designated from an agency with primary fiduciary responsibility — also in public health, epidemiology, or medicine. (4) Coordination: That employee must coordinate with the Secretary of Health and Human Services, to help align CEPI's work with HHS's strategic objectives on researching, developing, and procuring medical countermeasures, under titles III and XXVIII of the Public Health Service Act. (c) Consultation: Within 60 days after December 27, 2021, the initially designated employee must consult with the Senate Committees on Foreign Relations, Appropriations, and Health, Education, Labor, and Pensions, and the House Committees on Foreign Affairs, Appropriations, and Energy and Commerce, about (1) how and to what extent the U.S. plans to participate in CEPI, including through its governance; (2) any planned U.S. financial contributions; and (3) how participating in CEPI is expected to support the National Biodefense Strategy and other programs related to global health security and biodefense.
