The Secretary of State can work jointly with Mexico to supervise the planning, construction, operation, and maintenance of the pollution-control facilities recommended in agreements made under section 277g and approved by both governments.
The Secretary of State, acting through the Commissioner, is authorized to act jointly with the appropriate representative of the Government of Mexico and to—
supervise the planning of, and
supervise construction, operation, and maintenance of,
the facilities recommended in agreements concluded pursuant to section 277g of this title and approved by the Governments of the United States and Mexico.
