The Treasury Secretary must have the U.S. Executive Director propose an independent audit program for the Bank. The Secretary sets the audit's scope and standards. Congress gets audit-based reports, and the Comptroller General can suggest improvements.

(a) Establishment: The Secretary of the Treasury must instruct the United States Executive Director to propose that the Board of Executive Directors set up a program of selective but ongoing, independent, and comprehensive audits of the Inter-American Development Bank. The terms of that audit program are set by the Board of Executive Directors itself, or by a subcommittee of it. The proposal must require that audit reports be sent to both the Board of Executive Directors and the Board of Governors. (b) Scope and standards: The Secretary of the Treasury prepares the scope of the audit and the auditing and reporting standards, for the United States Executive Director to use when helping shape the audit's terms of reference. (c) Reports: The reports that the National Advisory Council on International Monetary and Financial Policies sends to Congress must include, among other things, an assessment of how well the Bank's loans are being carried out and managed, based on the audit reports. The Comptroller General may also review the audit reports and findings, and may report to the Secretary of the Treasury and to Congress any suggestions for improving the scope of the audit or the auditing and reporting standards used by the independent auditors.
