This law lets the U.S. Governor of the Inter-American Development Bank vote for two 1975 resolutions. It authorizes new Bank share subscriptions and a Fund for Special Operations contribution. Congress authorizes the money to pay for both, with a 1982 spending cap.

(a) The U.S. Governor of the Bank may vote for two resolutions the Governors proposed at a special July 1975 meeting, then pending before the Board of Governors. They would (1) increase the Bank's authorized capital stock and members' subscriptions, and (2) increase the Fund for Special Operations' resources and contributions to it. If adopted, the Governor may agree, for the United States, to subscribe to 99,474 shares (par value $10,000 each) of the increased capital — 89,526 callable and 9,948 paid-in — and to contribute $600,000,000 to the Fund for Special Operations. (b) Congress authorizes money, with no fiscal-year limit, for the Secretary of the Treasury to pay $1,199,997,873 for the U.S. capital stock subscription and $600,000,000 for the U.S. share of the Fund increase — except that no more than $15,677,000 of the Fund for Special Operations money may be spent in fiscal year 1982.
