22 U.S.C. § 290h–3 — Functions of Foundation

(a) Types of programs: (1) To carry out the purposes in section 290h–2 of this title, the Foundation may give grants, loans, and loan guarantees to any African private or public group (including public international organizations) engaged in peaceful activities for: (A) building local development institutions and supporting community-led development efforts; (B) developing self-evaluation methods so participants can pass along lessons from their projects to similar development work; (C) African-led development research and sharing development resources, expertise, and knowledge within Africa; (D) getting whatever technical or other assistance the grant, loan, or guarantee recipient thinks it needs; and (E) other projects that fit the purposes in section 290h–2. (2) No single project can receive more than $250,000 total in grants, loans, and loan guarantees. (3) The Foundation may share, with the American public and with U.S. and international development institutions, the lessons learned from African development projects it has assisted. (b) Priorities: In making grants, loans, and loan guarantees, the Foundation must favor projects that community groups undertake for their own development, with as much involvement of the poor as possible in planning, designing, running, and evaluating the project. Where it fits the Foundation's purposes, it may also give such funding to African groups that represent, understand, and are sensitive to the needs of the poor, so those groups can pass the funds along to other African entities carrying out the same purposes.
