For printing and binding costs, including detailed Government Publishing Office personnel, the Commission is treated as a congressional committee.
For purposes of costs relating to printing and binding, including the costs of personnel detailed from the Government Publishing Office, the Commission must be treated to be a committee of the Congress.
For purposes of costs relating to printing and binding, including the costs of personnel detailed from the Government Publishing Office, the Commission shall be deemed to be a committee of the Congress.
