Federal agencies may provide property and administrative or technical support to the Institute on terms set by the President, and may obtain services from the Institute. Agencies providing funds must arrange for the Comptroller General to inspect and audit the Institute’s records and operations.
(a) Sale, loans, leases, and support. A United States Government agency may, on terms and conditions the President directs, sell, lend, or lease property, including interests in property, to the Institute and perform administrative or technical support functions and services for the Institute’s operations. Reimbursements to an agency must be credited to its current applicable appropriation.
(b) Acquisition and acceptance of services. A United States Government agency may acquire and accept services from the Institute on presidentially directed terms. If the President decides this advances this chapter’s purposes, an agency may procure services from the Institute without laws normally governing that agency’s service acquisitions, as the President specifies by Executive order.
(c) Books, records, access, and audit. An agency that makes funds available to the Institute under this chapter must arrange for the Comptroller General to have access to the Institute’s books and records and an opportunity to audit its operations.
Any agency of the United States Government is authorized to sell, loan, or lease property (including interests therein) to, and to perform administrative and technical support functions and services for the operations of, the Institute upon such terms and conditions as the President may direct. Reimbursements to agencies under this subsection shall be credited to the current applicable appropriation of the agency concerned.
Any agency of the United States Government is authorized to acquire and accept services from the Institute upon such terms and conditions as the President may direct. Whenever the President determines it to be in furtherance of the purposes of this chapter, the procurement of services by such agencies from the Institute may be effected without regard to such laws of the United States* normally applicable to the acquisition of services by such agencies as the President may specify by Executive order.
Any agency of the United States Government making funds available to the Institute in accordance with this chapter shall make arrangements with the Institute for the Comptroller General of the United States to have access to the books and records of the Institute and the opportunity to audit the operations of the Institute.
